İsmail Barınır

He was born in Ankara in 1983. He graduated from Gazi University, Faculty of Economics and Administrative Sciences, Department of Economics in 2005. He passed the entrance exam held by the Ministry of Finance, Board of Accountants and was appointed as Assistant Accountant on 30.03.2007 and was later appointed as Accountant with the triple Decree after passing the qualification exam held on 02.06.2010. He served as a Tax Inspector in Ankara Hidden Capital, Transfer Pricing and Foreign Earnings Group Presidency between 2011-2017 and during his duty, he conducted tax audits in the leading companies of Turkey and took part in the training of many Tax Inspectors and in their authorization and competency exams. He completed his master’s degree in 2015 with high honors from Bournemouth University, Department of International Accounting and Finance in England, where he was sent by the Ministry of Finance for his master’s degree.

He served as the Head of the Financial Statistics Department at the General Directorate of Public Accounting of the Ministry of Finance between 2017-2019 and managed the process of compiling financial data from central government, local governments and social security institutions, preparing and publishing central government monthly budget realizations, and preparing and publishing Public Financial Statistics and Excessive Deficit Procedure tables sent to the International Monetary Fund and the European Union Statistical Office. He also served as the Leader of the European Union Twinning Project titled “Improving Capacity for the Presentation and Use of General Government Financial Statistics”. During his tenure as the Head of Department, he participated in international trainings and conferences organized by the IMF and the EU as the representative of the Ministry of Finance.

He left public service in November 2019 and started to work as a Certified Public Accountant and Independent Auditor, and also serves as an independent board member at Gimat Mağazalık San. ve Tic. A.Ş., whose shares are traded on Borsa Istanbul. He completed his doctoral education at Hacettepe University, Department of Finance, with his doctoral thesis titled “Financial Incentives for R&D Expenditures and the Effect of R&D Expenditures on Economic Growth” in 2023. He has numerous articles on tax and financial issues published in national and refereed journals.
